CQC Voluntary
Product Certification System

China Quality Certification Center (CQC), the National Certification Body under the IECEE CB Scheme and the largest CCC Certification Organization in China, has developed the CQC Voluntary Product Certification system.

The CQC Voluntary Product Certification system, also known as the CQC Mark Certificate, involves hundreds of products divided into over 50 categories, such as household appliances, electrical and electronic products, toys and fitment materials. Product categories not covered under the China Compulsory Certification (CCC Certification) are subject to the CQC Mark Certificate.

Products to which the CQC Mark is already granted normally give you advantages in respect of CCC Certification for the following reasons:

• In the CCC investigation on those products employing components already having a CQC Mark, no further evaluation on those components is needed.
  
  
• For products found in the new Catalogue of the CCC Certification and subject to CQC Voluntary Product Certification, no duplicated testing is needed during the CCC Certification application process.
  
  
• The CQC Mark Certificate can help foreign enterprises market their products to the Mainland China market.

Steps for Obtaining the CQC Mark Certificate* :

Submission of Application

Applicant or agent submits application documentation to CQC.

Type Testing

The factory should deliver samples to the CQC assigned laboratory located in Mainland China for testing.

Initial Factory Inspection

Initial Factory Inspection is conducted after type testing by Designated Certification Body's inspectors. Applicants located outside China can request the inspection be held concurrently with type testing. It includes assessment of factory quality assurance capability as well as product consistency.

Issuance of Approval Certificate

CQC reviews the type testing and initial factory inspection results and issues the CQC Mark Certificate.

Useful Facts for Applying the CQC Voluntary Certificate

Certification Cost

The statutory certification time for CQC Mark is 90 days, provided that all the documents and materials you provide are sufficient and fraud-free, and the type testing does not fail. Application by manufacturers can take 6 to 12 months.

Through UL's facilitation, you can reduce the turnaround time to 2 to 3 months. For Information Technology Equipment (ITE), Audio & Video Products and Household Appliances, you can reduce the time to 5 to 10 working days or even shorter. China is a CB scheme member and accepts CB results other than deviation testing. Statutory certification time is shortened for application with a CB report. With many offices that are National Certification Bodies around the world, UL can help you determine whether your CB report is consistent with China's national standard and how much national variance is, thus helping to determine whether to submit application with a CB report.

CQC issues the CQC Voluntary certificate after it reviews and approves the type testing and factory inspection results. The certificate should be renewed on a regular basis.
